This story starts when a couple brought in their 2-year-old for a hair cut. Witnesses noticed a large bruise on the childs face as well as burn marks on her wrists. THey also noticed she was wearing heavy clothing on a day it was not required. When asked about the injuries, the step-mother, 23-year-old Danelle Cowan, stated the girl had been punished for going to the bathroom in her pants. She als remarked that chili had been put in her mouth. When the witnesses told the father, 23-year-old Christopher Cowan, that the child did not look so hot and may need a hospital visit, he stated the child was 'fine as long as she was walking.'
